Planning Process

Annexation

Requirements for Application:

  1. Complete application form.
  2. Execute consent to Annexation form. This will require an accurate legal description of the property proposed for annexation.
  3. Provide a copy of the last recorded deed of the property.
  4. Provide map of requested annexation area. ( if applicant does not have access to appropriate maps, contact the Planning Department.)
  5. Return above documents to the Director of Legal Services, (785) 832-3403, and a copy to the Planning Office, City Hall, 6 E. 6th Street, P.O. Box 708, Lawrence, KS, 66044. (785) 832-3159.

General Procedure:

  1. Upon receipt of items 1-4 listed above, City staff will review the application and place the request for annexation on the City Commission agenda.
  2. If the request for annexation is 10 acre or greater, the request is referred by the City Commission to the Lawrence-Douglas County Planning Commission for a recommendation.
  3. If the request for annexation is less than 10 acres, the City Commission will consider adoption of an ordinance annexing the property.
  4. Property that does not adjoin city boundaries requires certain approvals from the County Commission.
  5. Property annexed into the City requires a City zoning designation. (See City Zoning)
  6. Generally, there is no fee or charge for City annexation, unless title issues require further legal work. The City requires property owners to pay compensation for rural water district facilities that the City must purchase pursuant to K.S.A. 12-527. The annexation is effective after the annexation ordinance has been approved on first and second readings, and the ordinance is published in the city newspaper.
